Consumption
In 2025, French electricity consumption (adjusted for weather and calendar effects) stood at around 449 TWh*. It thus remained stable compared to 2024 (449 TWh).
For the third consecutive year, it remained approximately 6% below its 2014-2019 levels: the country's electricity consumption is therefore not in line with its decarbonisation and reindustrialisation objectives.
Production
Electricity production in France stood at 544* TWh in 2025, a slight increase compared to 2024 (+1%). It thus returned to its average level prior to the health and energy crises and, as in 2024, 95% of it was produced from low-carbon sources.
Exports
In this context, France once again recorded the highest net export balance in its history (92 TWh), after achieving a very high balance (89 TWh) in 2024.
France was thus a major exporter to all its neighbours, except for Spain, with which the trade balance was close to equilibrium.
These trends confirm the diagnosis of the recent 2035 Electricity Power System Outlook: France's abundant low-carbon electricity production puts the country in a very favourable position to rapidly decarbonise and reduce its dependence on fossil fuels, which still account for 60% of its total energy consumption.
