Under the European and French law, electricity producers and consumers are responsible for the imbalances they generate on the power system (e.g. the difference between electricity extraction and energy purchased for a consumer, or the difference between energy produced and energy sold for a producer). This responsibility means that all sites connected to the grid are assigned to a balance responsible party, who assumes the financial responsibility for the imbalances.
As part of the imbalance settlement mechanism, RTE records the imbalances of balance responsible parties and passes on to them the costs associated with the overall balancing of the power system.
